Chelsea will allow Armando Broja to sign for West Ham this summer, but only on a loan deal.
West Ham wanted to sign Broja on a permanent deal this summer with the forward having impressed during a loan spell at Southampton last season, where he scored nine goals in all competitions.
The 20-year-old has returned to Chelsea for pre-season but is keen to secure regular minutes and will be allowed to depart once again this summer.
However, the Daily Mail are reporting that Chelsea are reluctant to accept permanent bids for Broja, indicating the west Londoners believe the Albania international could develop into a first-team player at Stamford Bridge.
West Ham are understood to accept that stance and are prepared to take Broja – who has also interested Southampton, Everton and Newcastle – on an initial loan with a view to a permanent deal next summer.

David Moyes has been desperate to add to his attacking options this summer with the Hammers keen to ease the burden and workload on Michail Antonio.
The club remain in talks over a deal to sign Gianluca Scamacca from Sassuolo, a transfer which is unrelated to the pursuit of Broja with the Hammers targeting the addition of both forwards.
West Ham are also keen to sign a left-back before the closure of the transfer window and retain an interest in Lille midfielder Amadou Onana.
