The 21-year-old is viewed as a potential long-term solution at the heart of the defence, given his age, physical presence and comfortability on the left-side of a central pairing.
Everton, however, could demand a record sale, eclipsing the £75m fee that took Romelu Lukaku from Merseyside to Manchester United in 2017.
